Richard Ratliff is recognized for his significant contributions in the field of radiation protection, and for his exemplary service to the mission of the Conference of Radiation Control Program Directors. Mr. Ratliff served on the Board of Directors from 2002-2005, and as Chairperson from 2003-2004. Through his active participation and leadership on the Board and on working groups, he has made significant contributions to the efforts of CRCPD, including creating an effective benchmarking tool for radiation control programs, and assisting other States to improve radiation safety in this country.
As the director of a large comprehensive radiation control program, Mr. Ratliff provided an atmosphere that encouraged active staff participation in CRCPD activities. His enthusiasm for their involvement not only strengthened the state program but also resulted in major contributions to radiation protection in the United States.

Over the past
30 years, John (Jack) Ferruolo has made significant contributions toward
regional and national efforts to minimize the amount of radiation
necessary to obtain quality medical imaging. He participated in some of
the earliest DENT studies in the mid-late 1970s, and advocated for
several additional DENT cycles (with equipment normalization follow-ups)
in the state of Rhode Island as the newer dental x-ray films were
introduced in the early-mid 1980s. He worked on mammography QA/QC years
before the Federal program was even being considered, and participated
in the initial training cadre of State MQSA inspectors.
Jack Ferruolo served as Chairperson of CRCPD’s Committee on Nationwide Evaluation X-Ray Trends (NEXT), and under his leadership the Committee remained active and productive. Mr. Ferruolo was instrumental in planning NEXT training, developing inspection protocols, reviewing results, and completing publications.
Mr. Ferruolo’s dedication, professionalism and expertise in the area of
diagnostic imaging is exemplary, and his contribution to the Conference
and the state of Rhode Island in the area of training and quality
assurance is to
be praised; therefore he is recognized as this year’s James W. Miller Award recipient.

Lin Carigan
The H-11 Committee on Mammography is presented the Board of Directors Award for Outstanding Achievement for their extraordinary efforts in the area of Mammography Quality Standards Act (MQSA) continuing education. The Committee developed and held MQSA training in conjunction with the 40th National Conference on Radiation Control.
The development of these training courses required many months of planning, organization, and commitment. The Committee on Mammography’s continuing endeavors support the goals of the CRCPD Strategic Plan by providing training opportunities for CRCPD members.

The HS/ER-3 Task Force for RDD/IND Scenarios as Examples for State Preparations is presented the Board of Directors Outstanding Achievement award for its work in the development of nine scenarios addressing radiological incidents that include nuclear detonation, radiological dispersal devices, and transportation accidents for state preparations for responding to a RDD or IND. These scenarios will provide states a template to develop or customize a radiological scenario for a drill or exercise. The outstanding efforts, achievements, and recommendations by this working group will benefit the states in preparing for a RDD/IND incident.

The Committee on Suggested State Regulations—Part BB: Tanning is recognized for enthusiasm and dedication to the highest standards of the proficiency in working to complete the revision to the Suggested State Regulations for the Control of Radiation, Part BB: Tanning (SR-BB).
The Chairperson and members of the SR-BB Working Group distinguished themselves as active and capable leaders in the development of this important suggested regulation. They were efficient and conscientious in setting specific goals, objectives, and timelines for the timely completion of charges, and diligently worked towards meeting them with competence.
The outstanding efforts, achievements, and recommendation by this working group will be a benefit to citizens in states choosing to adopt Part BB.

The Committee on Suggested State Regulations – Part C: Licensing of Radioactive Materials is recognized for enthusiasm and dedication to the highest standards of the proficiency in working to complete the revision to the Suggested State Regulations for the Control of Radiation, Part C: Licensing of Radioactive Materials (SR-C).
Because of the working group’s comprehensive understanding of both federal and state regulations for licensing of radioactive materials and of federal and state regulatory processes, the authorization of licensing of radioactive materials will be significantly improved. The dedication shown by this working group in successfully completing their charge is highly commendable.

(Name of chair/member/resource) as (the chair/member or resource) of the Conference of Radiation Control Program Directors, Inc.’s (CRCPD) Committee on Unwanted Radioactive Materials, is recognized for his/her outstanding work in the development and implementation of the Source Collection and Threat Reduction program to locate, coordinate, and guide the disposition of the unwanted radioactive materials. This cooperative program between CRCPD and the U. S. Department of Energy has been an extremely valuable program for the management and disposal of radioactive sources in the states.
David Ferguson is recognized for his outstanding work in the development and implementation of the Source Collection and Threat Reduction program to locate, coordinate, and guide the disposition of the unwanted radioactive materials. Specifically, Mr. Ferguson is congratulated for outstanding service in the source collection efforts in the State of Florida. This cooperative program between CRCPD and the U. S. Department of Energy has been an extremely valuable program for the management and disposal of radioactive sources in the states.
Ralph S. Heyer
Ralph Heyer is recognized for his tireless efforts in supporting the activities of the Conference of Radiation Control Program Directors, Inc. (CRCPD). Because of Mr. Heyer’s diverse background including federal, state, and industry service, his input is always sought out and very helpful to the working groups and ultimately state programs. He has gone ‘above and beyond’ in his service to CRCPD and the states by continuing his invaluable assistance to the CRCPD while going through several career changes. Mr. Heyer has served CRCPD with distinction.
Washington Department of Health Office of Radiation Protection
The State of Washington Department of Health, Office of Radiation Protection is recognized for its outstanding efforts in supporting a neighboring state radiation protection program during a critical period. The State of Washington Office of Radiation Protection provided invaluable assistance to the Oregon Radiation Protection Services section in preparing for TopOff4. This was the largest full-scale federal RDD exercise conducted to date.
The support and direction of Gary Robertson, John Erickson and several members of the Washington Office of Radiation Protection staff provided direct support to the Oregon Radiation Protection Services section through teleconferences, intrastate meetings, joint training opportunities, and lessons learned from their TopOff 2 exercise. The Washington staff also provided health physics expertise with onsite assistance in roles such as: controllers, evaluators, and direct health physics subject matter expertise during the TopOff 4 federal exercise from October 15-19, 2007.
The Washington staff is to be commended for their invaluable guidance and assistance that was provided to the Oregon Radiation Control Program.

Admiral J. Krol, Jr.
January 2008 the CRCPD Board of Directors approved the establishment of a Public Servant Award. This award is to recognize a federal, state, or local government official (other than a state or local Radiation control program director) who has made significant contributions in support of state radiation
Control programs and/or the public in achieving a better understanding of, and protection from, radiation exposure. The award also is given in memory of those public servants who contributed in an outstanding way to the support of state radiation control program and the protection of people and their environment.
Admiral Joseph J. Krol, Jr. was the 2008 recipient of the Public Service Award for his contribution and success in reestablishing the Cytogenetic Biodosimetry Laboratory at the Radiologic Emergency Assistance Center/Training Centers. His efforts demonstrate his extraordinary leadership, dedication, and commitment to assuring that the United States is prepared in the event of a radiological incident.
