Environmental Nuclear Council (ENC) Fact Sheet
A listing and brief description of each of the Working Groups under the Environmental Nuclear Council are below.  There is a Fact Sheet for the Environmental Nuclear Council and for each of the Working Groups within this Council.  Each Fact Sheet contains a list of the charges, how these charges relate to CRCPD's goals and objectives, and the name and email address of the chairperson.  If you need additional information on a particular working group, such as who the members, advisors and resources are, contact Sue Smith.  The Fact Sheets are accessed by clicking on the Working Group's name.

EI Emerging Issues Committee Identifies new environmental radiation issues, including Homeland Security issues, monitors and assimilates requests for information, provides leadership in identifying what type of publications will be developed, assists the council chair in prioritizing goals based on emerging issues that are tied to the CRCPD Strategic Plan Goals and Objectives, makes recommendations for committee or task force membership based on the member's interest in the emerging issue.

E-05 Committee on Radioactive Waste Management.  Develops generic guidance to states for the regulation and control of radioactive waste sites, makes recommendations to the CRCPD Board of Directors for appropriate CRCPD actions in the area of low-level waste management, and provides guidance on the management of hazardous and mixed waste.  (Click here to view Generic Procedures for the Inspection of Low-Level Radioactive Waste Conveyance, Packaging and Form and other relevant documents.

E-23 Committee on Resource Recovery and Radioactivity. Develops guidance for states  on the monitoring and management of scrap metal contaminated with radioactive material, and guidance on the monitoring and management of radioactive materials appearing at solid waste landfills. Participates with DOT regarding the use of DOT Special Permits E-11046 and E-10656 and development of associated training modules on their proper use.

E-24 Committee on Decontamination and Decommissioning. Evaluates and comments on federal proposed rules relating to the decontamination and decommissioning of closed sites contaminated with radioactive materials, provides guidance to states on appropriate standards for decontamination and decommissioning, and provides guidance on risk assessments and financial surety for decontaminating and decommissioning contaminated sites.

E-25 Committee on Radon. Addresses all activities relating to the reduction of radon levels in homes and other buildings, works closely with EPA on national efforts to address the radon issues, and provides guidance to states on various radon reduction programs. 

E-29 Liaison - Association of State Drinking Water Administrators (ASDWA), American Water Works Association (AWWA), and the National Onsite Wastewater Recycling Association (NOWRA)  Interacts with AWDWSA/AWWA/NOWRA and promotes the exchange of information between the three organizations on areas of mutual interest. E-31 Liaison - Association of State and Territorial Solid Waste Management Officials (ASTSWMO). Interacts with ASTSWMO and promotes the exchange of information between the two organizations on areas of mutual interest.

E-32 Liaison - Environmental Council of the States (ECOS). Interacts with ECOS and promotes the exchange of information between the two organizations on areas of mutual interest.

E-33 Liaison - National Environmental Laboratory Accreditation Committee (NELAC). Interacts with NELAC and promotes the exchange of information between the two organizations on areas of mutual interest.

E-34 Committee on Unwanted Radioactive Materials. Provides guidance to the CRCPD, state radiation control programs, and other interested parties, regarding the initiatives and programs that should be implemented to assist in the final disposition of orphan or unwanted sources of radioactive materials.

E-35 Coordinator for Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) and Multi-Agency Survey and Assessment of Materials and Equipment (MARSAME). Coordinates MARSSIM training and activities on the use of MARSSIM for radiation control and environmental program staff.

E-37 Committee on Naval Nuclear Propulsion.  Identifies issues regarding the Naval Nuclear Propulsion Program that directly relate to the activities of the CRCPD and its members.

E-38 Task Force on Power Reactor Changes.  Reviews and comments on specific NRC proposals regarding power reactor operations.

E-39 Coordinator - Multi-Agency Radiological Laboratory Analytical Protocols Manual (MARLAP). Coordinates MARLAP training and activities on the use of MARLAP for radiation control and environmental program staff.

E-40 Liaison - Institute of Scrap Recycling Industries, Inc. (ISRI).  Interacts with ISRI and promotes the exchange of information between the two organizations on areas of mutual interest.

E-41 - Task Force on Radioactivity in Building Materials.  E-41 is task with writing a white paper that state radiation control staff and/or state radon contacts could use as guidance when answering citizens questions concerning radioactivity in granite countertops or other building materials and develop a protocol for state radiation control staff and/or state radon contacts to us in surveying countertops and countertop materials and to determine if they are a significant hazard or if used inside homes.
