The regulations in this Part establish procedures, criteria, and terms and conditions upon which the Agency issues licenses for the land disposal of wastes received from other persons. [Applicability of the requirements in this Part to Agency licenses for waste disposal facilities in effect on the effective date of this regulation will be determined on a case-by-case basis and implemented through terms and conditions of the license or by orders issued by the Agency.] The requirements of this Part are in addition to, and not in substitution for, other applicable requirements of these regulations.
